We do not have access to the latest Intel Fortran compiler (ifx) so I cannot test this unfortunately. If you want to use ifx, then you can follow the instructions at the end of section 5.2 (page 31) in the RTTOV v13.2 user guide to create an architecture configuration file for ifx. You can base it off the ifort (or ifort-openmp) one, and update the compiler flags as necessary.
Alternatively you could try using gfortran as a freely available, widely used compiler that will work with RTTOV.
We do not offer support for building and running under Windows as RTTOV is intended as a tool for operational NWP which is run under Linux/Unix-type operating systems. However I am aware that some users are successfully running RTTOV under Windows so it is possible to do this, but I’m afraid I can’t offer advice on this as I’ve never tried it.
