Metop-C made a routine out-of-plane manoeuvre yesterday (4th Dec). To allow TLE bulletins to be accepted, you may need to set PAR_NAVIGATION_EXTRAP_LIMIT=100, as mentioned on page https://nwp-saf.eumetsat.int/site/software/aapp/documentation/aapp-v8-installation-guide/#Satellite_manoeuvres.
