   Spacecraft, by McMillin et al., dated September 1973.
1) VTPR spectral response functions as scanned and cleaned up from
   NESS TR65.  These have the filename format setNfilterM.txt
   where N is the set number (1-4) and M is the channel number (1-8).
   There are 32 of these files.  These are difficult to read with a
   computer because the columns wrap around.
2) VTPR spectral response functions derived from (1) above, but in only
   three columns.  Col 1 is set number, Col 2 is wavenumber, Col 3 is
   un-normalized spectral response.  There is one file for each channel.
   The filename format is VTPR_filters_chanM where M is channel (1-8).
   These are the SRGs used for RTTOV
There are 32 channels for 8 channels and 4 sets

  channels  9-16 set 2
  channels 17-24 set 3
  channels 25-32 set 4
