 CFPA stands C... Focal Plane A... this is relative to measurements on the instrument itself
 SC stands for SpaceCraft this measurement after installion on the spacecraft
Spacecraft level RSR for bands M1-M7 and I2, should be almost identical to the Northrop Grumman release.

 - linear interpolation to fixed wavenumber grid with intervals of 1cm-1
 - channels I3, M8-M11 are interpolated on 0.25cm-1 grid
